Problems with special charcters

For months now I have been having a problem with special characters in email received --Windows Live Mail. Here is an example:
“It is essential that husbands and wives know the things that are important to each other.”

That sentence should be within quotes but the quotation marks are being substituted with other characters.

Here is another example:
Sent via the Samsung Galaxy S™ III, an AT&T 4G LTE smartphone

Guessing that should be a trade mark character between Galaxy S and III

One More:
Let’s Take a stand!!!

Apostrophe substututed. Should be.... Let's

I have posted this on other forums and never resolved. Encoding has been verified.
