Slow computer and I don't know why.

This system is very slow from start to finish. When you first hit the power button it takes forever (OK, maybe not that long) for the glowing window icon to load. Then it takes even longer before the logon window comes up. Once you click on the user (no password required) the system takes quite a few seconds to load the page. The little circle keeps circling and it seems that programs are taking a long time to load. If you click the start button and type in the search box, it takes a few moments before what is typed to appear. Opening a browser takes time as well. This machine is super slow. Once five minutes or so have passed, then everything seems to move a bit faster.

Here is what I have done thus far with no positive results:

1: I ran malwarebytes, adwcleaner, MSE, AVG virus software and caught a few items, but not too many.
2: I performed two HDD chkdsks and all was well there.
3: I increased the killrate from 1000 to 10,000ms (as I thought programs may not be shutting down properly) yet no change.
4: Uninstalled crapware and unwanted items from programs.
5: Ran Ccleaner including registry cleaner, again no change. AVG also ran a registry cleaner and other tune-up services too.
6: Ran Defraggler (14 hours to complete).
7: I have unchecked almost everything from the start up menu in msconfig, and still little or no change.
8: Installed most recent Microsoft updates and HP updates. Again no change in speed.
9: Updated java, adobe, blah blah blah...no change.

I have a Kaspersky rescue disk, but am thinking that isn't going to help as nothing else has therefore I have not used it as of yet. It seems the only thing left to do is to reinstall the OS using my clients restore disks. I was hoping to avoid this, but if no one can think of anything else, I suppose this is the next course of action to take. Any and all suggestions will be appreciated.
