Solved: Strange Random Audio Problems

Hello everyone!
I have to say it's a little strange for me to ask for help to a computer question because I'm usually the one people go to! I am happy this site is here for me to ask questions and hopefully get help! :)

So here is my problem: I am having random audio "stutters". My audio sounds like it's skipping very very fast and it's almost like it sounds watery (but not). It is completely random and has been happening for about two weeks now with no clear reason to why it is happening. I have NOT noticed it in movies and games but I may be too engrossed to notice. I have had days I don't notice it, and other days its noticeable. It happens in all the audio programs I use, Spotify (both streaming and cached songs) Media Player Classic, Winamp and even my web browser.

Some things I have done to troubleshoot:
* Windows Updates (No change)
* Closed all programs but audio (No change)
* Checked for high CPU/Memory programs (happens randomly, doesn't seem to matter)
* Monitored HDD usage (No apparent cause)
* Tried headphones and other speakers (still happens)

This PC is running great, I do regular maintenance including cleaning the dust out. Two months ago I upgraded to a new GFX card, otherwise no other hardware changes. I do Windows/Driver updates manually and had not for about 1 month before the problem. My computer is custom built from scratch and is a little over 5 years old (some parts are newer like the RAM is 3.5 years old, etc)

Any and all help and suggestions will be greatly appreciated! Thank you in advance!

PS: The last thing I want to do is a restore/reinstall my OS as I have to reinstall everything I have. I have a slow internet connection sadly so it can affect how long I can be without my completed system.

EDIT: Disabled all other audio devices except Webcam. No change... Now trying a driver rollback, then uninstall and reinstall of audio driver.
