Icons show but no text

A laptop (fujitsu ah54/e) boots into windows 7 and shows the desktop and icons but with no text below them. If I select an icon and press F2 (rename), the edit box appears with the text in it. If I open a dialog box or windows, it shows no text, for example explorer shows icons but no text. It looks like I can use it OK if only I could see what entry I was on!

Booting into safe mode seems to show much the same behavior except that when I pressed F2 for a desktop icon, the edit box didn't contain any text.

I CAN open a command window and run command line stuff and I've tried restoring back to a point before any of this lot happened but with no change in the problem.

I activated the admin user and tried logging on as that but got the same results.

The problem is made harder by the fact that when I do see occasional text, it's all in Japanese (that's not related to this problem it's just a fact - it was bought in Japan!) and I don't read Japanese, although having someone help who does hasn't really got me any further since there's no clue as to what's going on.

I've taken the disk out and mounted it in another machine and scanned for viruses and malware but nothing is found.

I'd be happy to restore to factory settings but I don't know how! There's no user guide with the machine (or if there's one on the machine I can't find or read it). I suspect that the owner should have made recovery disks when she first got it but didn't.

Other than get a new copy of win7 and wipe and start again, has anyone got any ideas (1) as to what's going on (2) how to restore to factory settings (I've tried every key combination I can think of!)?
