Delayed sounds and missing files

Within the last 3-4 days, I've notice that many sounds on my PC are delayed. For example, when playing a game that produces the standard Windows "ding" when something happens. . . doesn't "ding" until 1-2 sec. after it happens. What's causing that?

Also one of the things I did was run a HiJackThis and the log contains a lot of items indicating "file missing", as follows:

Should I zap those, or are the files "missing" only because the program doesn't happen to be running at the moment?
