Can't access my drives!!!

I have a proplem, the drivers are locked http://prntscr.com/4mgn0w FOR ALL USERS even root which is Administrator acc

Now, I can't access C:/ Neither D:/ And I can't even edit it to ALLOW because modify is disabled too saying that I don't have admin permessions, I'm an admin, here is a picture of 2 drives http://prntscr.com/4mgn8n that I can't access

anyone can help me please to access my C:/, D:/ again? I can open my documents etc.. but I can't access 80% of the files, someone please help me fast as possible, Thanks!

I also can access files by C:\Program files (x86) but not all of them working, also I can't delete files neither copy neither rename neither paste!!!
