Unable to open and install dvdflick

I downloaded "dvdflick" and when I try to open it (dvdflick_setup_1_3_0_7_exe) to install I get this error message...
This file does not have a program associated with it for performing this action. Please install a program or, if one is already installed, create an association in the Default Programs control panel.
I have looked extensively on the internet looking for a solution, and there are many, but none of them have worked.
How can I please fix this problem?
