BOOTMGR is missing

Hello...I am trying to install Windows 7 Professional from my upgrade dish on a new hard drive. The first time I tried the install I got an error message BOOTMGR is missing.,,Being confused about why I got the message, I attempted to install again. It will go through the installation steps, restart, then continue with setup only to get a message that the installation could not be completed.
