Windows cannot find msconfig.exe error

I am running Windows 7 Ultimate 64 bit. When I search and find the system configuration file (msconfig.exe) which is properly located at C:\Windows\System32\msconfig ---- Windows reports the following: "Windows cannot find msconfig.exe. Please check your spelling .... etc." I can manually locate the file, click on it, and get the same message.


I have tried to delete the file and replace it with a new copy. When I attempt this, Windows reports that I don't have the "administrative authority" to delete or replace this file. (I am logged-in as an administrator.)


I have run two virus programs and I believe the computer is clean --- at least at this point. Perhaps the file was corrupted in the past.
