acer aspire boot up freeze

hi please help, i'm trying to fix a family members laptop, when it boots up it freezes on the "starting windows" screen, i've tried loading the repair cd but it seems to hang when its loading...any ideas?

EDIT

hard drive doesnt seem to be recognised in BIOS or in kasperky rescue cd??
