Font and Icons resize at startup

My fonts and icons are resizing when I restart my computer, the icons will all rearrange to the side instead of lined up across the top like I left them. My system info is below, I also recently installed windowblinds but this problem began before that. I'm using a 29" HD tv for a monitor.

I have set the font size and resolution in the control panel. I've also set the icon and font sizes through START>ALL PROGRAMS>ACCESSORIES>RUN>CONTROL COLOR but my problem is that it all gets reset to very small every time I start my computer back up.
