I've had this problem for a while and decided to try again locating a solution. I have no desktop Personalization icon in the control panel. This icon disappeared a while ago and was replaced with a white flag and blank text and when I right-click the desktop and click Personalization an "unspecified error" window opens.
In my searching for a solution I've discovered that I do not have a themes.cpl on my computer and I believe this could be the cause; I do have a few copes of the themecpl.dll file. I've searched and have been unable to find a download for this file so I can see if installing it would solve the problem.
Any thoughts would be greatly appreciated.
