I'm not the Owner or inControl

I often run into " S-1-5-21-3050395830-1169650352-1806787611-1000 " as the owner of many things on my computer when going through files. I am the owner of the computer and currently the only user, but not the owner of some random items. It tends to be difficult to make any changes when this unknown entity is the owner , even popping up with

" Do You Want To Allow The Following Program To Make Changes ... PROGRAM NAME: Permissions Editor For Files And Folders VERIFIED PUBLISHER: Microsoft Windows CLSID: {1F2E5C40-9950-11CE-99D2-00AA006E086C}"

and I'm not very sure how to determine the trustworthiness of this info (or just about anything else, this is my first posted question , starting simple since I'm slightly skeptical for fear my whole computer gets taken over . . please don't be offended by my honestly ignorant stand point, I mean no harm or fowl) to go ahead an accept. I believe I did so once, but that was before I ever had to wipe my PC clean. I've had to do the "press power on button once while holding 0 until it starts to beep" a handful of times, as my roommate had been using it without any protection for months. She no longer is allowed to use any of my computers, nor is she the listed owner of anything on this PC. There are probably so many things wrong with my computer , but if I could find out what this " S-1-5-21-3050395830-1169650352-1806787611-1000 " is, or who it is since it is an owner, where it came from , why . . . or just really if it is something to worry about?
