New Flashplayer cannot be installed

I have windows 7, explorer, 64 bit, Norton 360 (would prefer not to disable it, I'm uncomfortable doing that), do NOT want to use Chrome.

I'm trying to install new flashplayer with all sorts of problems and will not work. When I try to install it, it asks me to run or save, using the arrow, and that is frozen and cannot be used. I uninstalled, one of the things that was asked for, and then try to install again. This didn't help. On another try, I get a blank screen. at one of many several tries, it starts to install half way and then stops half way, and stopped the installation, and I made sure that I did not have any thing else running at that time. One time it went through the entire installation, and showed the full picture on the screen, showing that it was complete. I tried it through a site that needed flashplayer, and it still did not work. I also went through many steps in tools/internet options/security/internet and trusted sites/scripting, which seem to be enabled, and did not seem to be changed. (medium security? not sure of that). Perhaps something needs to be changed there? all of these steps were through troubleshooting site through flashplayer etc. I have rebooted a number of times, when asked for, which did nothing. I know I am doing something wrong, and I just don't know what I can do. Please advise. I'm not a pro, and would like to find some kind of relatively simple answer for this that I could follow.
