recovery disk for inspiron 620 windows 7 32 bit

My 4 year old Dell Inspiron 620 got a bug a few months ago, I did get the mal ware eliminated but the Windows was locked in some kind of generic version. I started using my newer PC with windows 8 so this one was off for a few months....when I tried to restart to use as a LAN PC for downloads, all I get is a power on beep, and a black screen, no hard disk working sounds...nada
I have tried using the original Windows 7 install disk, nothing still and I have no boot disk.
How can I make a boot / recovery disk and or download on my good PC to try to get the older 620 up and running.
