.NET Framework error (0xc0000135)

Ive tried scouring the web for a solution to this problem, and tried several options but to no avail..

Basically, 3 programs I use are coming up with this error:

fifaconfig.exe (Fifa 2014 Settings)
GFExperience.exe (Nvidia Geforce Experience)
Parkcleanup2.exe (Clean up utility tool for Roller coaster Tycoon 3)

I have tried the following things to resolve it:

Uninstalling and reinstalling the .NET Framework
Verified that .NET Framework 2.0 - 4.0 is available on my PC
Tried repairing using Microsoft's .NET repair tool
Tried a clean boot

None of these have worked and I am still getting an error, is there anyone that can help me with this ever increasingly annoying issue
