Huge number of temp files

On my recently deceased computer, I had used for many years a freeware program, Easy Cleaner (EC), by Toni Arts, with reliability. It also cleaned my registry and gave me information about duplicate files and more. Applying it to my new computer, above, a file search yielded about 400MB of "unnecessary" files, mostly *.tmp but also some *.bak and a few other types. When I tried to delete them, using EC's delete button, only a small quantity - of the order of 50Mb - were deleted. The 7/8ths that remained were described as possibly in use.

In my late computer, I never had so many *.tmp files found by EC in the first place, let alone described as possibly in use.

Are these observations reasonable for Windows 7, so many unnecessary files and so many of them "possibly in use"?

I have tried the OS's "Disk Cleanup", but it does not remove any more *.tmp files than EC.
