Solved: Cannot Delete Folder: endlessl repeating directory

Here's one Google can't seem to solve for me. I have a directory I can't delete. Problem is Windows doesn't exactly realize it can't delete it. It doesn't always tell me it can't delete it for whatever reason; it frequently thinks it has deleted it. And inside the folder is an endless loop. I navigate to a folder called Application Data. It has a folder inside it called Application Data. That folder has a folder inside it called Application Data. And that folder has a folder inside it called Application Data. And that subsequent folder has another folder inside it called Application Data. You get the picture. I can't figure this one out. Is there any way to fix this?

Edit: at some levels, I get an error 0x80070091.
