Peak Volume Issue

Hi guys,

I've recently bought a new computer, and it's an issue I've had with another Windows 7 desktop that I purchased before. Unfortunately, when I fixed it originally, I don't exactly remember how because it was after hours of frustrating trial and error.
Anyways, the issue is that while all volume levels are set for peak output, the green/grey volume bar is only going up about halfway. I have been told to check all settings, check my speakers and reinstall my audio driver; however, none of them have fixed the problem. I have plugged my speakers directly into my iPod and they work fine, and I've tried different music-playing software, and the same issue persists.

If anybody has any ideas on how to fix this problem, it was be appreciated.
