Computer always starts in "Windows Basic" theme.

For nearly a year now, my computer seems to start in a "Windows Basic" theme as opposed to the default Aero theme.

If I try to manually change the theme to Aero, it is actually grayed out and not available. The work-around that I have been doing for months is the following:
  1. Switch User in order to return to the log-in screen. (This is because if I log off PRIOR to switching user, the OS will hang on my desktop image as if it was logging off, but simply hangs there).
  2. Log back in with the Windows Basic theme still there.
  3. Properly log-off the admin account.
  4. Log back in with the Windows Aero theme restored and presented.

From what little bits and pieces I have gathered from others online with a similar problem, it is likely something to do with the actual user account. This may make sense since I have often has issues with this computer not giving me proper admin authority to files or programs despite this account being the sole account on this PC (set as administrator, of course).

This may have also been a domino effect of inserting an internal hard drive from a previous Windows Vista computer. The Windows Vista OS is still on the computer and complications may have come from not properly uninstalling the OS (or uninstalling at all to begin with). At one point, I attempted to boot into the Vista OS to possibly uninstall it from there only to come across a BSOD. I have disregarded the idea since, but fear that this may solve this complication among others.

I have experimented a while back with this issue and found that a new account does not have the Windows Basic vs. Windows Aero theme issue. It may be something specifically bound to this account. I have deleted my old administrative account, made a new one, and moved my files to the new one. When I moved my data to the new administrative account, the Windows Basic theme issue arose again.

There is a small task bar message that pops up when I log-in with the Windows Basic theme, and that is the following:
Quote:

Failed to connect to a windows service
Windows could not connect to the System Event Notification service. This problem prevents standard users from logging on to the system. As an administrative user, you can review the System Event Log for details about why the service didn't respond.
