Windows 7 will not properly install

Hope someone can help me!!!

I have an Acer Aspire 3830TG-6415 with Windows 7.

While surfing my computer froze on a site requesting money. I rebooted to no avail so I performed a recovery which failed for reasons unknown. I then tried everything under F8 but this did nnot solve my problem. My laptop does not have a CD player and, of course I cannot access the Internet as Windows will not load.

I get the following messages when I try to start-up:

1) Setup is starting services

2) dialog box:
Windows could not complete the installation. To install Windows on this computer, restart the installation

I would hihgly appreciate any help that you can provide to get me out out of this frustrating loop.
