Unable to select location for a saving a download

For as long as I can remember I was able to indicate a location to save a file to. Now all of a sudden when I elect to save a file that I am downloading my system just downloads and save to the "My Downloads" folder. Then I have to find the file and create the folder I want to store the download to with a cut and paste, or select an existing folder to cut and paste to.
