Windows 7 problem

Hey. I'm not entirely sure where to put this but hopefully this is the right section. I have a Packard Bell Easynote tk85 with windows 7 installed. Recently intel rapid storage technology has had trouble running and I have been having trouble getting it to run. I didn't really care all that much for it when I first noticed it, but some time later windows started booting up really slowly and it seemed the rapid storage technology service was stuck in "starting up" mode or whatever you want to call it. So yeah, It took forever to start up my computer. I tried going into services.msc and setting it to start up "automatically" instead of "automatically (delayed)" but this seemed to just make it even worse? When I tried stopping the service I noticed that I was no longer able to access services.msc. And I also seem to be having trouble with my windows installer?

at this point i'm really unsure what to do. How can I get services.msc to work again? I don't seem to be able to stop services as I don't have the permission. There seem to be certain other things I can't access either.
