Imageshack background

My grandson is trying to go to a forum and we notice the screen is now covered with the follwoing (background):

Does anyone know what this is caused by?

It happens in FF and Chrome, but in IE he can see the normal page. Why is it happening only in FF and Chrome and not in IE?

This is the first time he has seen this "Imageshack" image covering the page.

We see the 'image shack' in the Vew Source, but when we contacted the person who created that freebok forum, he said the he does not see the "imageshack" listed as background in the admin panel of the forum. Why would it show in View Source and not show in the actual forum's admin?
