Shut out of Window7 on Acer Ax3400

A neighbor called this morning after a power outage to say that she cannot get into her computer.
There is a fairly typical message on screen--I say typical, because we have frequent outages in our area--however, there is usually no problem in following the instructions and the problem is resolved in seconds.

Here is the gist of the message I was given:
Windows Resume Loader
The last attempt.... Attempt to resume...
Continue with system..
Delete restoration data and proceed to boot
Enter = Choose

The computer is plugged into a good power bar with a short clamping time.
The computer does not seem to be communicating with the keyboard, as the arrow keys do not work, rendering choice impossible.
Pressing the Enter key in hopes of choosing the first option has no effect.
Using the Ctrl-Alt-Del keys does not result in a reboot.
Restarting and holding the F8 key results in the same message and lack of keyboard control as does powering down, restarting and using the F12 key.
The keyboard is plugged in.

The computer is an Acer AX3400 - E3202, running Windows 7.

Can anyone give me a suggestion to pass on.
