Solved: IE11 not responding

I used the Disk Cleanup and did a cleanup Systems Files.
Since that operation I am unable to launch (start) Internet Explorer 11. I get "Non Responding"
I have done the "reset" mentioned in some posts.
I have done the SFC scan
I have run more than one malware scans.

IE does not even show up in the Control Panel Programs and Features. It is like it does not exist.
I downloaded the latest IE 11 and it will not install - says newer version already installed.
I have tried to find a way to remove IE11 thinking IE 10 would then be there. But it does not work.

Any clue as to how to proceed? I normally use Chrome. But sometimes I want to use IE.
