Net 4 Framework Installation "Error while initializing fusion"

Hey All,

I'm at my wits end with this Net framework 4 installation issue that I've been having.

I've been having issues with my .net framework for a while now and at the behest of Microsoft's .net repair utility I tried to uninstall and re-install my framework. I used the .net frame work cleanup utility provided by a Microsoft link to remove all versions from my computer, then I re-installed 1, and 1.1 service pack. I'm running Windows 7 so 2 and 3.5 were impossible to remove as they are integral parts of my OS.

When trying to re-install 4 and 4.51 I found that I was unable to do so. My install utility returned an error code 0x80070643 (0x643). The error log also contained an MSI log linked to my installation procedure. This log returned value 3 on four separate occasion, the first of which referred to denial of access to msvcr100_clr0400.dll.

I changed the permissions of the file in question and tried again. This time I returned value 4 on only two occasions, the first of which states an error of 1603 and reads: "Error 25003. Error occurred while initializing fusion."

The relevant portion of my MSI log is posted below.

I've done some searching and I can't come up with a clear solution to resolve my issue. Maybe one of you can help.

When I try to run the startup repair tool I return an error of 0x0 almost instantly. The box reads "If you have recently attached a device to this computer, a camera, [...ect.], remove it, and restart your computer. If you continue to see this message, contact your system administrator or computer manufacturer for assistance."

The diagnostic reads:

Then it reads off each test performed with the same result, "Result: Completed successfully. Error code = 0x0 Time taken = 0ms", listed for each test.

Root error reads something like "cannot perform repair because windows booted correctly."

Nothing was plugged into any of my ports but I restarted and ran the repair again anyways with the same result.
I ran a memory diagnostic as well and found no errors.

Any thoughts?
