Internet Explorer Issue

For the last week or so IE 10 won't open normally and I've only been able to open it as "Administrator" . I also have Chrome installed so It's been more of an inconvenience than anything , but I also have dozens of shortcuts saved that won't work either . I haven't installed any programs lately or made any changes to my computer . I also have Security Essentials and Malwarebytes Premium installed and all of the scans say I'm okay .
I've cleared my cookies and reset IE settings to default , ran the IE Performance Troubleshooter , and the MS Safety Scanner. Internet Explorer still will not open normally .
I checked the properties and there is no exe.extoff in the target , and I've disabled addons and it still won't open !
This morning I installed IE 11 and it does the same thing . I haven't run sfc/scannow yet or a dskcheck , as I wanted to get your opinion on what might be wrong .
I guess I can live with it the way it is , but it is safe to run IE as the Administrator all of the time ?
