Desktop shortcuts for exe files are trying to open with adobe reader

All exe desktop shortcuts (.INK) on my crazy brother in law's Window 7 Home Professional HP are trying to open with Adobe Reader.

I have tried most every solution I can find on Tech Support Guy and else ware on the web.

INK fix did not work. EXE fix did not work. Microsoft's registry tweaks did not work.

It seems to be in his user profile because I can log on to Guest account and there is no problem.

I do not want to create another user and copy files unless I have to.

Anyone know on a good solution to this crazy problem ???
