The way I solved this, since I had no need of HP Protect Tools and no install of the product was available, was simply to uninstall HP Protect Tools.
In general I find the fewer HP "added value" tools installed, the greater the value.
BTW I can speculate my original problem was caused by an overenthusiastic Malwarebytes or Adwcleaner.
