Unsure what to do now...

So this problem basically centers around my computer I use at work, I'll try to provide as much info as possible.

I work on a HP Pavilion Elite HPE with Windows 7.

Basically, the problems began one day after a storm and when I turned the computer on the next day, it said "Preparing your desktop" which is something that never popped up before.

Most of my desktop short cuts were gone and it was like all my data was scrambled, the internet always cuts out and in, but that's something I need to talk to my boss about.

Internet Explorer used to be able to download files, but now it does nothing. Luckily, I have FireFox but there is still trouble.

I can download files without a hitch, but I can only use them from the browser itself. I can't find the downloads as desktop icons or even in the "Downloads" folder. However, I can see them if I click "Open" in a program like Adobe Illustrator or Photoshop. Even using the Windows Explorer only shows a few things I've downloaded. How do I get this stuff to show up on the desktop?

Even if they exist on the desktop as well, some programs won't recognize their existence. It says "file not found" even though I can see it right there in the Open screen.

I'm also having trouble with PDFs. Because some programs "can't find the file", I can't make it into a readable, let alone locatable, PDF for the Firey program we use to connect to the Xerox printer. Or if I use free software like PDF Redirect, the file is made but unable to be seen in its location or simple doesn't save.

I did try a System Restore and Defragging but nothing's worked and now I am unsure of what to do besides talking to my boss and looking for further online help.

I would love some direction before I toss the thing off the roof.

If it was on when the storm hit and (assuming this) you lost power, it's possible, though generally rare for stuff to really get too messed up, however there's kind of a variety of things that could be, from registry issues that CCleaner might be able to repair, to system files that got bugged up that the SFC tool may be able to repair.

Also when you open up the start menu, what does the username display in the top right area (right under the user icon)? Is it your usual account user name or is it showing something else?

If you some how got an otherwise temporary service account enabled and windows is booting into that (which it sounds like considering all your desktop shortcuts being gone amongst other things) due to it not unloading the original profile properly, you may want to look at this article in repairing corrupted user profiles.
