Right-click/system startup/shutdown hang issues.

Hello all,

I'm having an issue with my PC startup and shutdown times. I experienced this problem a few months back which was fixed ultimately with a system restore after exhausting every possibility by a couple pros here on TechGuy. I later then started experiencing the problem a week later (the system restore only took me back a week prior to the issue) and then I did a full windows 7 disc repair and I've had a good few months without issue, but it's back. I'm running Windows 7 64 bit with SP1. Sometimes it will take up to 30 minutes for my PC to shut down, or sometimes a good 5 minutes to startup. Even something as simple as when I right click either just on my desktop or in a folder, it will bring up the loading icon for a good 15 seconds before bringing up the right-click menu.

I've ran malwarebytes both the quick scan and full scan, nothing has come up. As far as I can tell this has nothing to do with malware.

I've also ran in the CMD prompt as admin, sfc /scannow (I've read on some forums running this helps with this issue) but when it gets to 100%, it just sits there at 100% and never does finish up or give me a report. I've waited up to 2 hours with it at 100% and to no avail.

I can rest assured this is not malware related, as previously stated a couple high ups here on the site went through with me and we never came up with any malware even after using several malware applications and the like. Still the same result. Everything is clean. There is definitely something going on with system files or some kind of corruption somewhere, but I'll be damned before I can figure it out alone. Hopefully someone has had the same issue before or if you have any information or ideas I'd very much appreciate to hear them. Thanks!
