I keep getting this msg every time I try to install "Advanced Unistaller"

"Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item."

I have tried to reset the ICACLS via DOS commands but no luck. This is a home computer. So any ideas?
