Image Resizer for Windows 7

I used to use a image resizer for I think it was "Powertoys" from MS when I had XP. It doesn't work with Windows 7. Does anyone know of a good program that will:

1. Reduce the size of an image and still keep the quality
2. Reduce the size of "movie" clips and still try to keep the quality?
