Computer is stuck on "Startig Windows" screen

Hi !

I have been facing this intermittent issue, over the past few months. Whenever I got stuck, after a couple of reboots/repair attempts, it would work fine.
Yesterday the same thing happened, and I tried to reboot but no luck. Following are the things I tried :-

1. Startup Repair attempted but failed.
2. Tried to boot into safe mode failed.
3. Tried several bootup options in F8, no luck.
4. Tried booting with win7 cd .
5. Even tried to install a fresh win7 but blank screen.

Really out of solutions. Please help.
System is a Samsung laptop.
i3, 4 gb ram
