Computer clock has a mind of it's own

My dd's computer clock changes as it sees fit. I am constantly changing the clock or changing her parental controls to reflect whatever mind the clock seems to have. I have done everything I know to fix this. At the same time, it keeps resetting itself back to the default of January 2011, so she'll get certificate errors until it's fixed. This is a brand new computer bought Christmas of 2013 and we've always had this problem.
