Hi, I am having trouble with downloading programs, videos, etc. with windows 7.

I have tried downloading cleaning software, turning off all non-essential programs using msconfig, running virus scans
Suspected solution:
I feel like reinstalling windows might be the solution, but that takes a long time because I have a lot of programs, and I don't want the old problem to come back.
(I also feel like my old problem was caused by hierarchy problems at the machine level, because it took 3 days before the computer guys reinstalled windows for me, so they must've tried everything. So that's another clue)
Any help would be greatly appreciated! (even just saying that I have no other option but reinstall windows)
(I have been survivng up until now by using my old laptop to save files and then I just transfer the .zip to my current laptop)

Details about Problem:
- It doesn't matter what browser I use, they all have problems.
- For videos, it happens sporadically: some videos on youtube won't load properly or need to go through some type of buffering at the start. Videos from other sites don't load at all, and not just obscure sites but about 75% of them.
- For downloads in general, they will reach about 90-100% and then they will stop. about 1 in 4 downloads go through, 1 in 2 stop, and retrying rarely works, and 1 in 4 go through but as it nears the end of the download, it stops, takes forever, then seems to go through, but the file doesn't execute, and warnings come up about discrepancies between expected data size and actual data size.
Possible cause:
- I had trouble installing programs before, so I paid to get someone to reinstall my computer and to go through that hassle of reinstalling everything, and that fixed the installing problem but created this one.
- I strongly suspect that something happens at the end of the download that creates the problem.
