I am trying to set up Windows 7 for my nephew to be able to play Mine Craft when I am not at home. It is the ONLY program I want him to have access to. Additionally I would like to be able to hide the recycle bin icon from his desktop without hiding it from any other users. Apparently unchecking the box in the common desktop icons menu hides it from everyone rather than just the current user who decided to uncheck it.
I also have dual monitors set up. There's really no reason for him to have two of them on so I'm going to turn the second one off. Unfortunately the cursor can still move into that area. Given that he is six I don't want him to become frustrated when he can't find the arrow when it's in the area displayed by the monitor that is not on, so I would like to disable the dual monitor mode on his account only.
The start menu also needs to be disabled. I can always use a keyboard shortcut to log him off when he's done.
I tried to set up the Windows 7 Parental Controls (I know it won't be able to do everything I want it to do) but I keep getting the error message that I need to contact myself, the system administrator. Even using the root administrator account that Windows is supposed to worship as god. Any suggestions on how to make it work, or if there's a free third party program that can do most, if not all of those things?

EDIT: And yes, I have made sure the Parental Control Service is activated and set to automatic. It was originally disabled when I found it. Activating it and rebooting did not have any effect on the problem.
