Solved: Stop:C0000135 The program can't start because %hs is missing from your comput

Help! Today I logged on to my computer, all was fine until i decided to restart my computer because it was freezing up a bit. After the restart however, my desktop began to freeze after login. I rebooted and tried to to a system restore. That didn't work either. After a bit of system restoring and fixing start up, i got a blue screen saying "Stop:C0000135 The program can't start because %hs is missing from your computer." Now I can't even get to the login screen at all. It's the exact same problem as this: http://forums.techguy.org/windows-7/...t-because.html

I also have a Dell Inspiron just like him, but mine is 32 bit where my problem lies. Please help!
