Serious Problem

so i just reformat my laptop using OEM
activate windows by inserting the key
update/install drivers using DriverPack Solution 13

like i always do using a bootable usb of windows 7 (which i have use to format many laptops before)

p/s: i'm gonna need to provide many pictures here, hopefully they can be posted here

everything started when i want to disable the UAC for software installation (kinda annoying when you have to press allow everytime)

then when i press the Change UAC Settings

it just blinks and nothing happen.....

it felt weird and i did some search and found

which means i have to run cmd as an admin
which leads to this




and as i was getting scared i search around my computer and found out that

1) i can't run most of my installers including the DriverPack Solution 13 i used before for example this
java installer


2) i can't go into disk management either




and so i decided to take action by reformatting my laptop once again using the same bootable usb
and then this happen



which then i totally surrender

i really really need help here
