scrolling doesn't stop

Please help. I first noticed this problem when trying to run a report in Quicken. When I tried to choose the timeframe, the software scrolled through all of them and then stopped on the last one. Anytime I tried to click on another one, it dropped down to the last one. Then I tried printing a tax form on the irs.gov website. This time the computer would not let me choose my printer, but instead scrolled down to the last available one. I just tried installing the softward for a Toshiba portable hard drive. This time, it would not let me choose English as my language, but instead scrolled to the last one. It's now installed with Turkish instructions (not helpful!). Additionally, I will get kicked out of a website, like trying to book a place ticket or logging onto my bank. Very frustrating! I don't know where to start. It happens on Firefox and Windows explorer. Do I pony up the money and call Dell for support?
