'You need permission to perform this action'

I am having a lot of problems with one specific file (a .exe file) I cannot copy it to anywhere, I have tried multiple folders and drives but keep getting the same message 'you need permission to perform this action' it says I need action from 'PaulG/Paul' which is actually the account (and only account on the computer) that I am using. I have took ownership and full control of the file and used run as administrator. I have also turned my user account control off, rebooted computer etc. but still keep getting the problem.

Pleaseeeeee, any help would be much appreciated.
