command prompt

I can not access command prompt,When I try to open it ,it flashes for a second then disappears.I have two user accounts on my main account it does not work on the other account it works fine.On my main account it stopped working about 7 months ago.Please help?






my computer system is Windows 7 32bit Home Premium with Internet Explorer 11
