Sudden system issues

Hey all first off please forgive the weird punctuation as all my nonletter keys are operating as though shift is pressed

Today I had a bunch of issues pop up suddenly which I was not experiencing before

Sony VAIO with Windows Seven

Issues:
Letters are in caps when caps lock is off and not capitalized when caps lock is on
Numbers and symbols operate as though shift is being pressed at all times
Clicking on a link or bookmark automatically opens a new window in Chrome or IE
Tab causes the highlighted field to go to the previous field instead of the next field
Fields are highlighting backwards eg clicking at end of work or phrase highlights entire word or phrase and vice versa
Scroll bar on laptop mouse is no longer working and cannot scroll other than manually
CTRL and other keys not working eg for copy and paste
Computer prompts me to turn Filter keys on or off upon startup at Windows screen

Ran Malwarebytes with most updated definitions and found no issues
Went in and looked at all accessibility keyboard and mouse options and found nothing out of place
Checked settings in Chrome and IE and found nothing out of the ordinary
Performed system restore to Feb eighth when I was having no issues (issues began this evening)
None of this helped and issues are persisting
