Why does Windows 7 have two Downloads folders? One in Library\Documents\My Documents\Downloads, the other in C:\Users\(my name)\Downloads. The first one is a plain folder, the second one has a blue down arrow. I've been advising someone on a problem finding files they've downloaded. Some files appear to go into one folder, and others go into the other folder. I understand Browsers can be directed where to put downloads, but why have two Download folders in the first place?
