Windows cannot access the specified device, path, or file

Whenever i try and open a folder i am given this message :


Windows cannot access the specified device, path, or file. You may not have the appropriate permission to access the item

I have tried entering safe mode and run various virus and malware scans hoping to solve the problem but to no avail, all my folders open in safe mode without any issue.

The issue has also made my wifi and bluetooth icon dissappear from the bottom right of the screen , i also cannot access my computer or my control panel without the same error message appearing.

I'm running windows 7 on a sony Vaio.

Any help would be gratefully accepted before i launch the laptop through my window
