windows update doesn't work ?

Windows 7 home premium 64 bit. When I clicked on window update, it took a long time for the window to appear. The left side bar of windows update is red. When I clicked on check for update, an error : window update cannot currently cheak for update because the service is not running.. You may need to restart. But restarting dis nothing.

I tried to use fixit but I got an error " am error occurred while downloading one or more components"
the diag_mats_network_global also doe not work.
