So, on my sister's Dell Optiplex 745 minitower I have a 3 week old Win7 x64 Home Premium perfectly working installation that just a few days ago stopped loading things correctly. The "Power" windows service refuses to launch and says "access is denied" so now she can not select power schemes. Also, sfc /scannow refuses to work correctly. It stops at 4% on verification saying that it "could not perform the requested operation", and yes I ran it in admin mode (she is also the only admin and I have UAC turned off). I have also tried various cleanup programs such as CCleaner, Glary Utilities 4 Pro, Jetclean, Malwarebytes, AVG, and windows startup repair. And still yet, none of these has fixed any of the issues. If I could just run a successful sfc scan it is very possible that all of these problems will just go away, but it won't let me. I just don't know what to do anymore. I would really like to not have to reinstall windows again since I recently had to dispose of two seemingly healthy OS harddrives because they started to show failures and finally I have one that is new and working correctly.
