Transfer contacts from Office Small Business 2007

I want to transfer my contacts from Outlook to GMail. I can find the "instructions", but when i go to my File and drop down, i do not have the option to choose "export" or "import". It just isn't there. I can choose Data Management, but i still cannot find an option to export or save my contacts so that i can then upload them to google. Very frustrating! Hope you can help
