Windows 7 is stuck at “Starting Windows” when I attempt to boot computer

Hi,

When i start my laptop it stuck on the startup screen and keep showing "Starting Windows" but after long wait it doesn't even start normally,
i tried booting in safe mode but that isn't working, it isn't booting itself in safe mode, Even Pressing F8 again and again, it stuck while loading :CLASSPNP.sys
and then blue error and restart itself automatically again, and same process..
Tried booting from a DVD but it stuck at the screen "Starting Setup"..

Any suggestion?
